The courier network was launched toward the beginning of the revolution & relied on networks of drivers & custodians that were completely blind to what they were transporting.
This both gave plausible deniability and reduced the impulse of the couriers to tamper with packages.
Tamper-evident packaging was generally utilized & all elements of the transport system were bonded against loss. Given, however, that drivers were to cooperate with thieves for their protection, sometimes a non-fault loss occurred. In that situation, if there was an escrow it reverted to the buyer, and the courier & shipper split the bond.
Theft wasn’t taken lightly, however. Stealing was against one of the 13 Edicts and three of the 13 teams were tasked with investigating claims & preparing informational videos explaining the details of the case.
Each team would
